All lights on the Litter Robot II control panel flash and the globe cannot find the home position when the cycle is activated. There are no debris, no obstructions, the circuit board is clean, and the sensor is operating properly. What could be the issue?

Based on your description, all three lights are blinking once per second?
If so, you should verify the Hall-effect sensor: https://community.robotshop.com/blog/show/litter-robot-ii-advanced-troubleshooting-guide#halleffect
If that seems OK, then you should probably replace Hall-effect sensor: https://community.robotshop.com/blog/show/litter-robot-ii-repair-guide-chapter-5-sensor-harness
