mine dosent work. i think the cap is charging, but not discharging. checked with multimeter, hovers around 3v.

No, a FLED and an LED are not the same. A FLED stands for a “flashing LED”. It’s basically an LED with a chip that’s built in that causes it to flash. It has a higher turn-on voltage than a normal LED. RadioShack used to sell them in their stores in the US. I’m honestly not sure if a regular LED would work. You can always try.

what is FLED …LED AND FLED both are same ? if not plese tell me about that…i am at middle of the project
