I want to build a device that will detect the presence of a person when the get into and out of a car. I would like to use the mmWave Radar, human presence detection. What other components do I need to purchase to test out this sensor

There, you find a simple example to test this sensor with Arduino Uno.
So in principal, to test it, you would need Arduino Uno , USB cable to connect it to PC with Arduino IDE to download the code, and some jumper wires to do the wiring between Arduino and sensor.

You already got your answer from Igor. However, if you ever consider using a cheaper setup, you can use HCSR04 with an Arduino.
