I have recently purchased an antistatic work mat and an anti static wrist strap in order to work on electronics and limit the opportunity to zap the electronics to kingdom come from static. My question is where should I connect the alligator clips to from the work mat and my wrist strap in order to limit shocks to my electronic devices?

You should connect the clips to the rooms ground. This can be done by simply connecting to the ground pin in a wall outlet, but if you are working on a desk or bench that has a metal frame, this frame should be grounded too.
