I got a project report about IR Range Finders. I searched but did not find any reasonable answer. Why IR Range Finder can not measure the distances between 0-10cm?

I can only guess that the morse code the IR sender transmitts has a certain length and for distances lower than 10cm, the echo/reflection would reach the receiver before the transmission has ended. Then the receiver can’t read a clear signal.
Maybe the combination of an ultrasonic range finder for low distance and IR for bigger distance would be a good match? Because sound travels much slower than light, the min. distance should be smaller.
