Possible yes, practical
Possible yes, practical no.
Van De Graaff generators use a low/medium voltage motor to accumulate very high static voltages on a top-load capacitor. Semiconductor electronics are often designed to operate at less than 12V, and even ‘high voltage’ elements are only capable of tolerating a few kilovolts at best. On top of that a Van De Graaff generator only produces a very small amount of current, so you’d need a very large one to generate the current required to power even a modest robot.
At the end of the day, the power feeding the motor would be a much more suitable supply than anything likely to come out of a Van De Graaff.
