Track Completing Robot

Hi everyone! I have recently undertaken a project which requires me to create a robot that (much like a car) that completes a track at a high speed. It has to be autonomous ( I cant control it once I put it down). I want to know which micro-controller and camera would you recommend and what are the other components that I might need to accomplish this task. I have a budget of 300-400 dollars.
