The robot will not connect. It is unresponsive. Is there a software driver available? I am using the newer SSC-32U board.

Your picture indicates COM0 is selected, which is not a valid COM port.
Please open Device Manager and check that the device is indeed connected and recognized by Windows. You can find the device under Ports (COM & LPT). It may be names something like USB Serial Port (COM??), where COM?? is the port number to use.
If you find one such device, please double click it and obtain its VID & PID. See the attached image for details.
If you did not find one, please check under sections of Device Manager for an Unknown device (should have a yellow triangle icon). If you do, please provide a screenshot of it and also obtain its VID & PID if possible.
If no device at all can be found (installed or not), please try the following:
]Unplug everything from the SSC-32U (USB cable, power cables, servomotor cables)./:m]
]Reconnect only the USB cable to the SSC-32U and computer./:m]
]Check Device Manager to see if it shows up./:m]
