TFMINI-S Micro LIDAR Module I2C Holding Bus Lines High

I have ordered and received this lidar module from RobotShop: Benewake TFMINI-S Micro LIDAR Module I2C (12m) - RobotShop

I have connected the lidar module to a microcontroller to send I2C commands, but the bus lines are always held high. After disconnecting the lidar module from the bus, the I2C commands are visible.

I am aware this lidar module has the potential to be configured as both UART and I2C. But I assumed that since the product page only advertised I2C then it should be I2C on default.

Does this specific product need to be configured as I2C after purchasing?
