I started with the above idea and changed it to a thermoelectric / peltier based cooling system. Now the problem is the peltier cools for a few seconds and then starts getting heated up, I dont think the peltier is damaged because after a while if I try it the same thing happens again. What am I doing wrong here.

I’m afraid with current peltier cooler technology your design won’t work, because peltier coolers conduct heat themselves the hot die of the device heats up the ‘cold’ side of the device, and you end up with a warm-hot peltier device.
peltier devices are really only useful (and only marginally so) currently when you have a good temperature difference, and you want to have a voltage source. ex: fireplace fans that circulate the heat in a room by sitting on the hot fireplace:

for your design I would revert to a thermocouple that tells a fan to turn on. you could include variable drive to make it better.
