Stuttering servo

I am experimenting with the base rotation of a partially assembled SES robot arm. ( SSC32 servo controller, HS 645 servo, nothing yet mounted on the base except the aluminum bracket for the upper arm).
If I move about 90° at a slow speed ( ~200 microseconds per second or less). The mechanism stutters. Is this normal?

Remove the top deck and see if it still does it. If not then you may need to work on smoothing the balls. If it does then you need to look at the commands you are sending to the SSC-32. There is no reason the servo should stutter. It’s possible the servo itself is defective.
