Don’t see anything wrong with the picture.
Could you be able to explain in detail what is happening.
Time for the stupid questions to make sure the basics are covered:
Do you have power to the SSC-32?
Did you try one of the other grounds found on the board?
Did you try one of the other empty pins?
Did you verify that the connections are correct? i.e The wires are working, etc
What is that 6? Is that correct syntex for the Basic Stamp?
Try:
serout 3, 6, “#4 P1500 T1000”, 13]

… and you have the jumpers on the SSC-32 board set right for 38400 baud?
