SSC-32 - no LED lite

I am starting a PLTW CIM/Robotics class this year and just got back from an intense training session on the Lynxmotion arms. I just assembled my first one (6.5 hrs) and for the life of me can not get the SSC-32 to come on. By the way you guys have an excellent forum and technical area. I have been reading everything I can over the last 3 days and its time to ask for help from the experts.

I have attached a picture of the SSC-32 board.
Here are the things that i have done.
Removed jumper between VL and VS1
VS1 voltage at the connector is 6V
VL voltage at the connector is 9V - I have tried 3 new 9V batteries,
Pin 7 on the processor shows 5V
pin 4 show 3-4V
The LED show 0V and never comes on.
Needless to say if I connect it to the PC (with a standard DB9 serial) it says that it can not find the board.

Excellent help request post btw.

Because pin 4 is not low the processor is not starting up properly. Probably not a lot you can do on your end. Please contact me via email and I will get you an RMA number to replace the SSC-32.
