What seems to be missing is the alignment the rotating base part must be installed with respect to the servo mid position. The rotating base is certainly not symmetrical.
According to the illustration, the rotating base could be installed any direction. In which case, there’s no point setting the servo at mid position in the first place.
Is there a specific alignment rotating base/servo mid position to follow in step 6?

The base rotation can be aligned if you want. Just assemble it with the servo in mid position and attach the top panel to the servo so it’s aligned with the “flat” perpendicular to the long dimension of the servo. However it’s not really required as the mounting hole on the bottom panel allow the entire base to be rotated when it’s time to teach the arm to do a task. Just trying to make everyone happy here…
