Where wold you connect to serial on a Picaxe 18m2 on a standard 18 pin picaxe project board?

The serial command includes defining the pin number. You can also use the pins used to zap in your progam as well, but there are slightly different commands for that.

I do have to say…
This one is a “manual” one… You gotta start checking the manual first. If you had opened manual #2 and simpy searched for “serial”, you would have found the command, a good explaination, pinout, code samples and an answer to this question.
