Sabertooth Dual 5A R/C 6-18V Regenerative Motor Driver (R/C)

is it possible to control Sabertooth Dual 5A R/C 6-18V Regenerative Motor Driver (R/C) with Arduino, BasicStamp 2 or with SSC32???

if yes is there any guide line !!!

Yes, you can control a Sabertooth using almost any microcontroller or RC servo controller. If you tell us which one you prefer, we can provide a schematic.
Note that the Sabertooth is the suggested motor controller for all wheeled and tracked robots by Lynxmotion:

If you want to use the Sabertooth wit hteh SSC-32U, you can treat it like a normal RC servo (set the DIP switches to RC mode) and you’re done.
Be sure to remove the power wires from the cables connecting the Sabertooth to the SSC-32U since they provide 5V power, and you are likely powering the SSC-32U separately.
