Rover V2 has an oscillating motion on battery connection

Hi,

Am new to this and was trying to build my first Rover - all went well till I turned on the power switch. The rover starts moving back and forth continuously.
I have made sure that there are no unwanted connections between the motor leads and the circuit board and even took out the battery pack and placed is away. Jumper 1 has been taken off too.

LED 2 and 1 / 3 and 4 are flashing red and green alternatively, so somehow the power supplied to Motor 1 and 2 screw terminals is oscillating.

Am I missing something or is this a circuit problem?

That is the sample code which was uploaded to the rover for testing.
Upload the blink LED code to stop it.
