I am setting up a church with a 3 camera setup. can I use an RJ45 breakout board to both control and power the cameras with this board?

My guess is that you have PoE cameras since you want to use RJ45 breakout boards to connected them?
If so, yes you can use RJ45 breakout boards but there are different connections.
