I need a controller that can reach 20+feet in daylight. Infrared doesn’t. Is there an inexpensive toy robot that actually does use 2.4ghz RF? Some claim to, but they use weak infrared transmitters.

@Tatra Welcome to the RobotShop Community. Do you know what kind of toy you’re looking for?
If you can see the remote control, you can look for an LED to know if it’s IR. If there’s no visible LED, then control is likely radio.
For example, this product image shows what appears to be a bulge from an LED:
