The LynxmotionUAV_QuadrinoNano_Userguide.pdf on page 11 shows a Transmitter
with Pitch Down 1000 and Pitch Up as 2000. Is this just for WinGui or is this the same
with MultiWii Config?

This is true regardless of the GUI you are using. Those software only show the values your flight controller (Quadrino Nano) see.
When using a MultiWii flight controller you need to adjust your “End Point” up until those values are reached.
