I recently ordered a couple of Raspberry PI NoIR V2 cameras from Robotshop. They shipped with a small square of blueish plastic which I presume to be some sort of filter. Can you tell me what this plastic square is?

The blue filter is most likely Roscolux #2007 Storaro Blue which blocks red and green light but allows infrared light to pass so you end up with the following light on the three channels:
R: IR only
G: IR only
B: IR + blue light
