Did you mean if you can rotate the wheels by an external physical force or only when the motor is powered?
If this is the case, then the answer is:
You can only rotate it with power source because this motor has a worm gear which blocks the motor from rotating with external force.

Hello. I just bought one of these motors. do you think it can perform what is happening in this video? SI Systems Dispen-SI-matic A-Frame - YouTube it shows the motor at 1:05. You said it can push up to 15N.m or torque force?
