Hi… if I use four of the TT 3-6V DC Gear Motors, how many 18650 batteries can I use to power them? What will limit the number of batteries?

Those motors have a suggested voltage of 4.5 V DC so you simply need to use one 18650 battery for each motor. However, if you want to use more batteries to increase the time you can use the motors (battery capacity) then simply connect more in parallel.
