Pop up Target System

I am needing help with the design of a pop up target for simunition training. I am interested in the actuators and parts needed to pop a target up 90* that is laying down. The 3D target should weigh no more than 10 pounds.
I would be interested in turning targets as well. Also would like to be able to change the time that the target faces the shooter.

Any suggestion would be great. Thanks!!

Just to be sure we are clear on what you are explaining, here is a quick drawing:

Is that similar to what you meant? If not, please correct us as needed. You can also attach files (such as documents, pictures, etc.) in your reply by going into Full editor mode and opening the Attachments bar (see attached image below for details).

A good solution for heavy loads (ex: up to 10 lbs) is typically to use a linear actuator to raise/lower an object (ex: this and this). There are also plenty of other ways, such as using a DC motor with belts/gears/etc. The linear actuator method is probably one of the simplest, though.

Ar for rotating, if you balance the weight well you can probably rotate the entire platform (target, actuation system, etc) without too much trouble. You could simply use a regular gear-down DC motor with some limit switches.
