i coming from the software engineering , i like to get/build/buy
cheep Programmable Robot Kit so i can program it in my pc and control it remotely

where to start , where to look ? what todo?

IR means infrared. It has a remote control similar to the ones used by TVs. You can add Bluetooth control using a module such as the following: robotshop.com/ProductInfo.aspx?pc=RB-Bir-02

This is another kit that uses a Bluetooth interface: RB-Rbo-41
