I have never made a single robot before but I have done a fair amount of research and want to create an obstacle avoiding robot! I want to use the arduino uno r3 for the brain! Anyone know of a guide to build in a fairly inexpensive or arround $50 to $60 way sense this will be my first robot?

I would suggest clicking on the “Start Here” menu item at the top of this page. While the robot described uses a Pickaxe project board, you could do this pretty much the same with an Arduino.
Are you comfortable programming an Arduino? Do you know electronics? You don’t have to be really good at either, but some knowledge helps.
There are also a number of small robot plans on instructables,com.
If you’re not comfortable building a chassis yet, you can buy Dagu’s Magician chassis for around $15 US at SparkFun.com. It comes with two levels, motors, wheels, and tires. For $10 more you can get the electronics for the wheel encoders.
