Need plantation window shutter louver motor controller

We are looking for a professional to design and develop a motor, controller, WiFi interface and iPhone and Android apps to control plantation shutters louvers opening and closing. Must be low cost and battery powered. May interface with home controller systems currently one the market like Wink or Smarthome.
