I am a total beginner when it comes to robotics. I just wanted to get that out of the way.
I am a Home Inspector and I want to modify my Typhon RC to help me inspect crawl spaces. I’m looking for a robotic arm that pans/tilts and can hold a 4k camera and a light. This will be installed on the rear of the RC. I want a folding extendable arm on the front that can hold a moisture meter to test for water.
Any guidance or help would be greatly appreciated

Your ideas sound like an interesting project but it could be a lot of work to make it work properly.
If you need Pan & Tilt mechanism, I would suggest that you have a look at this category:
Not sure what is the weight of your 4k camera and lights, but this could be a good option:
For the robotic arms, I guess you need something smaller and cheaper, but you can find some arm in this category:
Now the main thing for you would be mechanics (where and how to mount all of these) and electronics (powering, wiring and how to control all of this). I see you have a battery, probably motor driver inside and remote controller, but I guess you would need a main controller board where you would communicate with the arm, pan/tilt and other accessories.
