You may want to try connecting the Neato charger directly to the side of the robot to see if it charges. If it does, this will indicate that Neato is able to charge.
The sounds may be caused by the Neato not connecting properly to the home base. By placing the Neato on the home base and moving it slightly, you will notice that the sound will disappear. There are a few things to verify in this case:
Please make sure that the contacts on the Neato and the home base are clean. Wipe them down of any dust if needed.
Please also make sure that the Neato home base is straight and flat on the baseboard. It might have difficulty being straight if it is sitting on carpet.
Many customer’s have used double sided tape or 3m strips to hold the dock straight and make sure it does not move.
