Motor controller with built in voltage output regulator

Hi, I’m looking for motor controller that can have its output voltage set at a desired value. Without having to use an external voltage regulator.

I’m well aware that a potentiometer can adjust the output voltage of the controller. However, my input voltage will be 24 volts but the motors input are 12 volts. Hence, if I accidentally turn the potentiometer to full I would damage the motors. However, if I can put a voltage output limit at 12 volts, then even if I turn the potentiometer to full only 12 volts will output to the motor.

Does such a motor controller exist?

If you ask me, I would go with resistors or potentiometers. Even if you turn potentiometers to full by accident, motors should not burn instantly so you have time to react.
