Any ideas how to have a smaller robot make smoke (safely)? I was thinking either a mini-fog maker or dry ice/water being kept in a tube and then opening that when it's needed.

I have used an electronic cigarette (e-cig) to make a smoke generator for a dragon puppet. My first attempt involved one of three e-cogs that look like an actual cigarette. I put the output of a battery operated fish tank aerator into the “ash” end of the e-cog. It worked, but it was not nearly as much smoke as I wanted, and the noise of the air pump was not acceptable.
Layer I experimented with other “mods”, as they call them They have much less resistance to air flow. I drilled out the air inlet a bit larger, and found a little tiny fan, about the size of a nickel. It worked well for a fake cup of steaming hit chocolate that I made for a production of The Loon, the Witch, and the Wardrobe.
It is not that difficult to make your own, since the heart of the device is a wite that is wrapped wound a wick. They are high current devices, so that is an important thing to keep in mind.
There are a number of e-cig forums and even clubs. I recommend visiting an e-cig speciality store, and they should be able to give you a good education in the technology.
