Are you looking for an assembled robot with those specifications or are you looking for the parts to make it yourself?
If it is the first case I suggest you check the Professional & Service Robots or the 4 & 6 Wheel Robots sections.
I couldn’t find one that has everything you mentioned but you could purchase a mecanum platform and add the vision system. For example:
Although you may have to change the motors because the speed is not close to what you mentioned
If you rather want to build everything yourself, then I suggest you start with the chassis then the motors, a good way to estimate how powerful they need to be is to use this tool
After you have the motors you can choose the wheels, then you would have to select the motor driver, then the camera, then a Microcontroller or Single Board Computer. If you need help selecting these parts let us know
