Kid project (oscillating or rotating rainstick)

I am looking for some real help. I am helping my daughter with a small project , an oscillating or rotating rainstick. The idea is to have the rainstick onto a motor and then it moves 180 deg so it is upright and waits for say 3 sec, it rotates another 180 deg and does the same , or it could be a slow moving motor as well. Any ideas for the products i need to get and how to achieve.
