Do I need an Arduino board or other hardware for the phidget spatial precision accelerometer or can I program it directly?

All phidgets are electronic-blocks controlled by a personal computer via USB, so no need for an Arduino or any hardware!

Actually, if you’re planning on using just the phidget you mentioned (https://www.robotshop.com/ca/en/phidgetspatial-precision-3-33-high-res-3-axis-compassgyroscopeaccelerometer.html) you’re good with just a USB cable and your personal computer.
If you want to use more than one phidget and don’t have enough USB ports available in your computer then the VINT HUB @EvanBotics suggested would be perfect for you. You would also need the VINT HUB if you’re interested in this particular phidget (https://www.robotshop.com/ca/en/phidget-vint-spatial-phidget.html)
In case you need to measure things far from your computer (more than 5 meters) you will need a Single Board Computer such as a Raspberry Pi or the Phidget SBC (https://www.robotshop.com/ca/en/phidgetspatial-precision-3-33-high-res-3-axis-compassgyroscopeaccelerometer.html)
