@LORD If budget is really an issue, try to find scrap materials, from mechanical parts like gears and shafts to electronics to use for their components. You’ll need to invest in a decent soldering iron and some very basic tools. Programming will come later, though you might already have access to a computer?
Where are the plans to build the tank platform? I just bought a Raspberry Pi 3B+ board to use with the tank bot. I’m going to use it for my research project. The college said they can build it for me but I’d rather do it at home. Then I own it, not the college. That means little assistance. I did find suppliers selling rubber tank treads online.

Your main issue will be powering the Pi, though a 5V cell phone battery backup tends to work well.
