Help Identifying Part?

Hey,

I’m trying to build a pair of animatronic eyes and I’m trying to figure out exactly what the parts are for constructing the 2-dof rings shown below in the image:

In particular, the center shaft seems to rotate forward<—>backward and it seems to have a roller inside that lets the attached outer ring rotate left<—>right.

Does any one know what this shaft is called?

Innerbreed would be best - amazing at animatronics.
Just looks like a custom shaft with a hole through the center for up/down and connected top and bottom to rotate.
