very new to robotics so this is what I want to do;
I want to make a robot that will track my movement. (perhaps if I can attactch a tracker to my head so the robot follows me around the room would be great)
Attatched to this robot will be a dissasembled webcam.
So I only need a base roughly the size of a coffee mug, but needs to tilt the webcam up down, and right to left

The fist thing you will need is a large enough platform that would carry the camera on the pan and tilt rig, a microcontroller capable of operating the camera and a motor controller. The DFRobot 4DW with encoders should be appropriate for this.
You will also need a pan and tilt rig for your camera and a powerful microcontroller that can be a USB host.
Finally, you will need a servo controller and a DC motor controller. You might also want to use a Romeo which has both functionalities built-in.
