Elexol 8 Channel Opto I / O Board help

Hey,

I thought I had the wiring right for the Elexol 8 Channel Opto I / O Board, but when I plugged it in the MC74HC245ADW chip started to get pretty hot. For the life of my I cannot find anything online relating to how to wire it properly. I have pin 1 on the 10 pin header taking 3.5V, pin 10 connected to ground and thats it right now. I figured I’d give it power and make sure everything was good before adding inputs.

When it was on I measured 1.3 volts from pin 2 which should have been reading something close to 0, which again makes me think I have it wired wrong.

Note that it’s intended to be connected to the Elexol Ethernet I/O interface, and that manual has a lot more information.
