My office building is four floors with a slanted roof. There is a small tree growing in the gutter (although it will become a big tree with time). To clean this out we would need to erect scaffold and send someone up to clean it. Is there any drone that we could fly onto the roof that would have some too affixed that could clear out the tree?

The amount of force needed to move tree branches is behong what a normal UAV / Drone can handle.
Drones are not made to apply forces to objects. The weight they can carry is limited so no big tools can be attached.
I think IRobot has a gutter cleaning robot in addition to the floor cleaning 'bot.
