Does the power of DC-motors depens only on battey voltage or does the Motor driver also pay part in that

Hello.
This may be a stupid question but I would really like to know before buying unnecessary parts.
I have bought a robot kit with 4 dc motors (12v) I have connected them to L298N Duel Bridge Motor driver, I tested with a 9V battery (just to check that it worked)
And all the four wheels worked, however when I put it down on the ground it’s barely moving at all.

Is this because of the 9V battey or does the motor driver also play a part in this

I just want to know if I need to replace both or just the battery .

The problem here is the battery yes. Because the 9v Battery won’t supply enough Amps for the loads ( 4 DC motors ) so they will rotate weakly under the simple external load from the ground friction.
So you need to use the 12v battery
