Blowing will generally be

Blowing will generally be more efficient and easier to direct than sucking, so most designs will have at least one blowing fan, with possible additional sucking fans for getting the warm air out of the way.

blow on

Short explanation: you want to maximise contact with air, so blowing on make the heatsink to come in contact with more air, which is the purpose of fins in the heatsink. Anyway even a sucking fan helps, just lesser:-)
