To confirm, the ESP8266 is not meant to be connected to a SIM card (it’s a WiFi Chip) and as such, how would Telus or another cell phone carrier be involved? If you are considering a board which has both a SIM card interface and an ESP8266, the question would likely related more to the SIM card. Perhaps there is more to the question…
