Can't Add LDDS75 to the V3 TTN for LORAWAN

I am trying to configure a brand new Dragino LDDS75 to join the V3 TTN. But while I follow the instructions to add the Dev EUI, App EUI, and the AppKey, nothing happens. It never makes a ping on the console to show the uplink data from the End Device.

I intend to measure the water level in a giant wooden-barrel water tank, about 20 feet in height and diameter. I have a Dragino LG02 which is configured and working fine with TTN and the V3 dashboard. Ultimately, a low-level condition in the water tank needs to generate an alert. I want to provide a web page the user can visit to track the water level currently and trends. Cayenne seems like it will take care of the latter part.

So, how to get the LDDS75 onto LORAWAN as a Type A end device?
