If this is a brushed DC motor (it looks like it easy) and you have two of these, then yes, you need to use Dual DC Driver.
Maybe you can consider using this one: Dual DC Driver for RC in Mixed Mode, ESC DC, Motor Controller, Speed Control, 8-40V, 20A - RobotShop
This one can support 20A of continuous current per channel.

Hi @DesiBoy99 ,
This driver can withstand 12A of continuous current per channel. Your motor can draw 14.5A. If your motor will work for a long time at this nominal current, then this would damage the driver after some time.

Seems like no. You can control it via PWM signal sent from microcontroller (for example, Arduino). You can connect joystik and RC to this microcontroller.
