Try OpenCV - it’s computer imaging software. You can start with a webcam connected to your computer, and a small maze. You would move the camera around by hand.

In order to create a Maze solving robot, a good way would be to use a programmable line following robot like the 3Pi and then program it to solve a maze you can easilly create with lines on the floor.
