Welcome to the RobotShop community.
That would definitely make creating such a complex project quite difficult. Even if someone provides you with a sketch (which would need clear requirements about hardware, electronics, etc. to be used) you’ll still need much work on synchronizing everything.
If you want to make such a project without programming for Arduino platforms (or other), a possible solution would be to use an animatronics-oriented software, like this:
You can setup this on a computer with speakers and a SSC-32U and some RC servomotors to control the jets, colours, etc and, of course, the synchronized music.
