Advice on Robot Kit to pick

I can program in Python, C and C++. I use OpenCV on Windows, Ubuntu, and Raspberry Pis. I am in the process of learning ROS. I know how to track and classify objects with OpenCV.
My web site is biosension.com. I need some advice on selecting a robot kit which allows me to integrate the Raspberry PI, the camera, ROS and OpenCV. I need to be able to mount and control a low power laser
that I can pulse from the PI to simulate a bad guy shooting back at students. I do need the ability to pan and tilt once I have identified the location of the threat. Locomotion is not a requirement.
Remote compute resources are abundant.

You could certainly connect your RPi or other device (maybe through a controller / voltage level shifter or other appropriate interface) to one of these pan & tilt system:

Many of these systems are controlled with direct RC PWM control signal @ 4.8-6.0 V DC, so you may be able to control most of them with a simple digital level shifting circuit such as RB-Spa-879.
