I wish to have a actuator raised and when 3 magnetic cards are laced on the rfid readers the actuator lowers.

Yes, a microcontroller like an Arduino board is needed to interface/link the RFID reader with the Motor/Actuator controller.
Is it mandatory in your project to have 3 x RFID Readers ? Does this mean that the 3 RFID tags/cards should be detected simultaneously for the actuator to extend ?
If so, yes, you can use 3 x Mifare RC522 Module RFID Reader interfaced with an Arduino UNO for example.
Since the Mifare RC522 RFID Module uses SPI to communicate with the Arduino, you might need to take a look at how to connect multiple SPI devices to an Arduino microcontroller.

You will also need a DC motor controller to drive the actuator which can be controlled via serial so that you can interface it with the Arduino.
You can use for example this Arduino Compatible Mega Motor Shield 13A, 5-28V
The Arduino + 3 x RFID Modules (30mA peak current) can be powered through USB.
You can use this 12V 5A Power Adapter for example to power the actuator.

The current consumption of RB-Fra-18 at full load should be around 3Amps. Therefore, the 12V 10A AC-DC Power Adapter would be more than enough for this actuator.
ok so all that aside is my component list correct to construct the rfid liner lifting mechanism ?or am I missing something ? ( connections or something) thank you for your time btw
This should be OK. Be careful at the polarity when connecting WH-02 Wiring Harness with Wall Pack Connector (and the wall adapter) with the Mega Motor Shield at the BAT Screw Terminal. Reversing the polarity will most certainly damage the shield.
