Probably Tracks
Just for coolness factor, I’d say tracks right now. However, the practicality of tracks depends on the size of the robot. Usually tracks on hobby robots start to get unwieldy as the robot comes close to or exceeds the 30cm (~1ft) mark. Generally as the robot gets longer, the tracks have more of a tendency to fall off.
Large wheels may be good as well, especially if the bot is going to be much longer than 30cm.
For tracks, I’d recommend the set made by Tamiya (they’re fairly well documented here). Solarbotics sells a track kit as well, but it is really expensive. Lastly, there is the option of converting an R/C tank to a robot but they don’t have much ground clearance and therefore aren’t the best for outdoor bots.
