Remember to make sure that your motor controller is rated above the maximum stall current of all four motors (add the four together).

Yes, you can control it from a PC.
What do you need to do that?
All you need is a means to connect your motor and servo controller to the PC.
This could be two DB9 serial cables.

Or it could be a wireless module.
Bluetooth (SMiRF is one example) and WiFi (WiPort) are popular choices for that.

for computer control there is a wireless bluetooth thread in this forum to control the ssc32 ,and u can hook the sabertooth motor controller to the ssc32,but u specified 2 controllers the ps2 has 2 sticks??or it might be possible to use 2 ps2 controllers,post the rules so we can understand what u need ,and u might want to just get Jims tritrack base lynxmotion.com/Category.aspx?CategoryID=109 lynxmotion.com/images/jpg/ttrk02.jpg
or at least look at the parts list because the control part of this could take awhile,
